Some riders must wear a helmet at all times, for others it's an option. All helmets must comply with Federal Motorcycle Vehicle Safety Standard 281. If you're over 21 years of age and are covered by an insurance policy providing at lest $10,000 in medical benefits you are not required to wear a helmet when riding.
All persons must wear eye protection at all times.
The rider should only ride on a permanently attached seat and not carry a passenger unless the motorcycle seat is designed for that purpose. The rider should ride while sitting astride the seat, facing forward, with one leg on each side of the motorcycle. Both wheels should remain on the ground at all times.
